Is there any way to identify who has compiled a specific PL/SQL stored program?

Use Log Miner.
But if you usually need this kind of information you should activate audit.

Thanks Michel. But if the audit is not enabled, is there any alternative to know? Few objects have been compiled last week in one of our production environment. How to track the sessions in which those have been compiled? gv$session has no data now for those objects.

Audit exists for a reason, if you don't switch it on you really can't expect to get the information it is designed to record.
