I have win xp home-edition running. Can’t start database service on this machine. I get ORA-0134 error b/c the database service is not starting. However the database did start once and nothing has changed the next time I tried to start the db. TNS Listener started but database status is stuck on
"starting", no matter if I set it to manual or automatic. Can't start, stop, pause or resume this service.

Please help.

try starting it manually from command line
using svrmgrl (8i)
or sqlplus (9i).
then
recreate the service using ORADIM
