In common circumstances, Only when the oracle server be available for use that we can
connect to the database through SQL*PLUS or PL/SQL.

Any specialized database administration tools that can help us starting a database
session without the Oracle server being available for use ?

WE CAN USE connect / as sysdba from sql*plus when db is not available if your database is configured for OS authentication. Other wise use

connect sys as sysdba
