Am new at this trying to learn I installed Oracle 9i and cannot run the installer once I issued the command $runInstaller or try to click on the file from disk 1 it does not do anything is there something I have to set up first

try it like this:

$ ./runInstaller

That may make it work.

Installing Oracle on Linux is not the same as installing Oracle on Windows. It takes some work to setup the OS, and some knowledge or the way linux works. Please check out this website:
