i am korea, i don't well english...sorry.... please help me...
windows 2000 server / oracle 9i ... env

under statment run....

CREATE TABLESPACE rbs LOGGING
DATAFILE 'c:oracleoradatagenieRBS01.dbf'
SIZE 25M REUSE AUTOEXTEND ON NEXT 1280K MAXSIZE UNLIMITED
EXTENT MANAGEMENT DICTIONARY;

i believe,
ora-12913 is arising when you are trying to create a dictionary managed tablespaces (DMT) becuase
your database has system tablespace that
is locally managed (LMT).
with a SYSTEM as LMT you cannot create a DMT.
so create the tablespace RBS as LMT.
then try to create the Rollback Segments.
